Networks

Discover the URBACT Networks, their cities, their plans,  and recommendations. An URBACT network brings together EU cities willing to exchange ideas and produce integrated local policies with the help of their peers, local stakeholders and URBACT experts. Cities can join three types of URBACT Networks, Action Planning, Transfer and the Innovation Transfer Mechanism, following calls for proposals.

    Developing “triple helix” structures in which municipalities, university and businesses shared a common vision and ambition.

    A core USER idea is that the design of urban public spaces and the main goals of urban planning are challenged by rapid changes in how cities are used. New trends in how public spaces are used, what the new users’ needs are, increasing malfunctions and conflicts among uses, etc., are challenging the way the city is usually “produced”, designed and managed.

  • Tropa Verde

    Tropa Verde is a Transfer network to encourage environmentally responsible behaviour that empowers citizens to reuse and recycle. Combining web platform and low cost campaigns, it is considered as a "civic movement fully committed to sustainability and circular economy". Citizens get vouchers and exchange them for rewards from the City Council and local retailers. It connects places where disposing waste (green points, civic and social centres, etc.) with local businesses providing gifts or discounts.

  • Procure

    The goal of this Action Planning network was to explore how to harness the spending power through procurement of public and anchor institutions in the partner cities to bring about economic, social and environmental benefits for businesses and people which in turn will have a positive impact on the city and its local economy. The topics to be explored include: the regulations and law at both European and national level, and what cities are able to do around innovative procurement; how to analyse procurement spend and develop a procurement strategy; the use of social criteria and environmental criteria in procurement; and how to raise awareness of procurement amongst local businesses and SMEs.

    JOINING FORCES aims at exploring how strategy making and governance arrangements at city-region scale can help to effectively address the main challenges faced by urban Europe: competitiveness, cohesion, and sustainability.

  • EVUE II

    Electric Vehicles in Urban Europe (EVUE) focuses on the development of integrated, sustainable strategies and dynamic leadership techniques for cities to promote the use of electric vehicles. Urban initiatives to encourage the public and business to use EV's will contribute to EU clean air and car fleets targets, making cities more attractive and competitive.  Between 2009 and 2013, nine citiesacross Europe: Beja, Katowice, Frankfurt, Lisbon, London, Madrid, Oslo, Stockholm, Suceava and Zografou, supported by the URBACT programme, worked together to share knowledge and experience of how EVs can be implemented in the urban environment under the EVUE project.  Further activity has been undertaken through Pilot Delivery Network funding to look at the outcomes from the Local Action Plan process. EVUE II concludes in March 2015.

    The work developed by the cities of this Action Planning network has proven that social innovation is not just a trend, but it could also be qualified as a fundamental change in the management of cities, in the management of impact and in the relations cities uphold and develop with their inhabitants. Some would describe this change as an equivalent of the industrial or the IT revolution: up until now, one of the basic assumptions of urban policy was that citizens were to accept what is decided, planned and built. Recent years have shown that it is often the citizens who make the city, in a collaborative perspective.
